This may hurt
You have your rules, your laws. Set by the humans in power but the real laws are those set by the true, hidden rulers of the city. The Harbringers have their ways to deal with misbehaviour and will take pleasure in doing it themselves.
Knock on the door at night? Oh, its just the Harbringers here to collect.
A human can easily become too curious or even observant. Catching them out can be extremely difficult if you don't know what to look for but once a human has caught on to the Harbringers' existence it can end one way or another.
The Harbringers will give the human one of two choices; to be culled or to lose their tongue. Like they say, two can keep a secret if one of them is dead - or just mute.
The Harbringers, being Vampires (aside from the Hybrid) are highly biased towards their own kind. The death of one of their own will never be taken lightly even if it is a Vampire whom killed another Vampire.
How ever that Vampire had been killed, who ever it was, despite their species, would come to feel the same pain. If human, they will be healed by the Harbringers so they can endure the whole death the Vampire had gone through.
Although difficult, harming a Harbringer is not something impossible. The element of surprise often gets the best of them. Though it is never good to even think about causing any of the members harm.
Bringing harm to a Harbringer would result in a prolonged torture, usually chosen by whom ever was the victim.
Traitors are never something to be easily forgiven; if at all. A traitor within the Harbringers although a rather foolish idea can still be done by those you'd least expect it from. Lets hope it was worth it.
An announcement to all Supernatural beings within Valoria for a public stand. During this stand, the traitor shall be humiliated for all to see and made an example of.
The humans in this city are seen as almost sacred in a way. They are important to keep the city running, to make sure everything appears normal when it is anything but. So causing harm to one can be punishable differently according to specie.
A Vampire's fangs with be removed, yanked out with a lovely pair of extraction forceps. This means the Vampire is unable to feed until they have grown back which takes 2-3 Rping days.
A shifter will be forced to transform as though it was a full moon by the Harbringers' Witch. It would be a slow, prolonged and extremely painful event.
Revealing yourself to a human is certainly not going to keep the Supernatural world a secret and stop them from being hunted etc. Revealing could be done any way as long as the human figures out there is something completely different and they are certainly not human.
What ever the species, the Harbringers will place the fool into a locked up area where they will get no further contact until they are released - the time spent in there depending on the severity of their idiocy.
This means the Vampires are deprived of blood, making them starve while a shifter is isolated from contact from others. It is extremely problematic for canine shifters who are social creatures - pack creatures.
